Bills, changes from 1 October: find out what is changing

From 1 October, important changes will come into effect for electricity and gas bills. It will not only be the tariffs that change (raw material prices had been frozen since June), but also the calculation method and the billing frequency for users on the protected market.

In fact, already with the last update on 1 July, the energy authority (Arera) had managed to postpone price increases for users on the protected market by a further three months.

But from 1 October, energy supply tariffs will have to contend with a situation weakened by too many months of an extremely expensive market.

According to Nomisma's estimates, in the next quarter electricity bills could rise by around 60%, with a new peak electricity price of 66.6 cents per kWh, 25 cents more than in the previous quarter.

In a scenario in which wholesale energy prices continue to rise, combined with the reduction in gas flows implemented by Russia, Arera is about to introduce measures to protect consumers and to guarantee continuity of supply.

For this reason, with the next tariff update, which will take effect from 1 October, the method for updating the cost of the raw material gas changes for households that are still covered by the protected market.

The new calculation method, linked to the energy emergency, should remain in force until the end of the protected gas market, currently scheduled for January 2023, a deadline that Arera has repeatedly asked to be aligned with the end of the protected electricity market, scheduled for January 2024.

The new method for charging the cost of the raw material gas on bills no longer takes as its reference the forward prices of the Amsterdam wholesale market (TTF), but rather the average of actual prices on the Italian PSV wholesale market.

In essence, the costs on bills will not be determined on the basis of an estimate of future costs; tariffs will be updated month by month, on the basis of actual market values. For this very reason, a further change is the billing frequency, which will no longer be every two months but monthly.
